A taste of the playbook.
“Permit basics” is a misnomer. There is no basic. Your primary-residence question is answered by a city code that says “continuous residence for 275 days” but the county recorder wants “owner of record for 24 months.” Read both before you fill out the state form. Read them a third time when the renewal notice arrives, because the effective dates change, and the version on the council's website from two years ago is not the version you need now.
